This page documents information about Raymond A. Lopez (Chicago’s 15th Ward alderperson) and Thomas D. Homan (White House border czar; former Acting Director of ICE, 2017–2018) to highlight concerns that Alderman Lopez’s actions may not align with the values or interests of his constituents. Ward 15’s population is 70.1% Hispanic or Latino/a/x, according to the American Community Survey, making his public appearance with the former ICE director — a figure associated with controversial immigration enforcement policies — especially troubling. The materials below provide factual context intended to help residents evaluate whether their representation reflects their community’s demographics and priorities.

Allegations and investigation against Thomas D. Homan

2024–2025 reporting described an undercover “cash‑for‑contracts” sting alleging a $50,000 cash handoff involving Mr. Homan. The Department of Justice later closed the probe without filing charges. Mr. Homan has publicly denied any criminal wrongdoing, and the White House defended him. Several lawmakers have contested the closure and requested documents and briefings.
